How do I prevent smoke from my neighbor's wood burning stove from entering my house?

My neighbor bought a wood burning stove and he runs it almost 24/7. The smoke is getting into my house and causing me to cough and allergies to worsen. I've asked him to not use it so much but he insists that I need to replace my windows which is a crock. I don't know what kind of wood he is burning but some days the smell is suffocating. What can I do to seal my house from the smoke?
